Soares said in a November letter that the filing against Cuomo for misdemeanor extortion is “potentially flawed” and called for a delay in Cuomo’s charge on a charge filed by the Albany County Sheriff. Soares noted that the filing was “unilaterally and inexplicably filed” by the office of Albany Sheriff Craig Apple and failed to include an affidavit by the victim.
